I was looking at the fanr spec and the docs on WebRepos says:
...specify the "Fanr-NumVersions" header to limit the number of versions...
Whereas the code for WebRepoMod actually uses the header Fan-NumVersions.

That was a typo in the code, it should be Fanr-NumVersions. I pushed a fix
