Is sending email in Fan also dependant upon local firewall/security settings on the computer? Or does that rule only apply to receiving emails?

This depends on your firewall settings. In general, these settings allow or disallow access to certain ports of your computer. There can be rules to restrict incoming (e.g. receiving emails) as well as outgoing (sending) access. It has nothing to do with Fan itself (although there might be rules that only apply to certain programs, one of which might be written in Fan). But, if you can send mails with another program on your system (like outlook or thunderbird), and there isn't a firewall setting explicitly allowing this for that program, you also should be able to send mails with Fan.
